An entire website can be designed in flash, however, my preference is for a combination of flash and hmtl to enable a site that is more accessible to all viewers. For certain applications, flash is a dynamic way of delivering information and for some audiences, even more intriguing. Flash also allows for more control over placement of elements on the page.
